New Requirements at Land Ports of Entry and Ferry Terminals Will Protect Public Health While Facilitating Cross-Border Trade and Travel

WASHINGTONโ€ฏโ€“โ€ฏBeginning on January 22, 2022,โ€ฏDHS will requireโ€ฏnon-U.S. individualsโ€ฏseeking to enter the United States via land ports of entryโ€ฏandโ€ฏferry terminalsโ€ฏatโ€ฏthe U.S.-Mexico and U.S.-Canadaโ€ฏbordersโ€ฏtoโ€ฏbe fully vaccinated for COVID-19 and provide related proof of vaccination,โ€ฏas COVID-19 cases continue to rise nationwide.โ€ฏThese new restrictionsโ€ฏwillโ€ฏapply to non-U.S.โ€ฏindividualsโ€ฏwho are traveling for both essentialโ€ฏandโ€ฏnon-essential reasons.โ€ฏTheyโ€ฏwill not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

โ€œStartingโ€ฏonโ€ฏJanuary 22, 2022, the Department of Homeland Security willโ€ฏrequireโ€ฏthatโ€ฏnon-U.S.โ€ฏindividualsโ€ฏentering the United States viaโ€ฏland ports of entry or ferry terminals alongโ€ฏour Northern andโ€ฏSouthernโ€ฏbordersโ€ฏbe fully vaccinated against COVID-19 and be prepared to show related proof ofโ€ฏvaccination,โ€โ€ฏsaid Secretaryโ€ฏAlejandro N.โ€ฏMayorkas.โ€ฏโ€œThese updatedโ€ฏtravelโ€ฏrequirementsโ€ฏreflect the Biden-Harrisโ€ฏAdministrationโ€™s commitment toโ€ฏprotecting public health while safely facilitatingโ€ฏtheโ€ฏcross-border trade and travelโ€ฏthat isโ€ฏcritical toโ€ฏour economy.โ€

These changesโ€ฏโ€“โ€ฏwhich were first announced in October 2021โ€ฏand made in consultation withโ€ฏthe White House andโ€ฏseveral federal agencies, including the Centers for Disease Control and Prevention (CDC) โ€“โ€ฏwill align public health measuresโ€ฏthatโ€ฏgovernโ€ฏland travel withโ€ฏthose that govern incoming international air travel.

Non-U.S. individuals traveling to the United States via land portsโ€ฏof entry or ferry terminals, whetherโ€ฏfor essential or non-essential reasons,โ€ฏmust:

  • verbally attest to their COVID-19 vaccination status;
  • provideโ€ฏproof ofโ€ฏaโ€ฏCDC-approved COVID-19 vaccination,โ€ฏas outlined on the CDC website;
  • present aโ€ฏvalidโ€ฏWestern Hemisphere Travel Initiativeโ€ฏ(WHTI)-compliant document, such as a valid passport, Trusted Traveler Program card, or Enhanced Tribal Card;โ€ฏand,
  • beโ€ฏprepared to present any otherโ€ฏrelevantโ€ฏdocuments requested byโ€ฏaโ€ฏU.S. Customs and Border Protection (CBP)โ€ฏofficerโ€ฏduring a border inspection.

COVID-19 testing is not required for entry via a land port of entry or ferry terminal.

Althoughโ€ฏtheseโ€ฏnew vaccination requirements do not apply toโ€ฏU.S. citizens, Lawful Permanent Residents, or U.S. nationals,โ€ฏallโ€ฏtravelersโ€ฏare reminded to bring aโ€ฏWHTI-compliant documentโ€ฏwhen re-entering the United States. Non-U.S. individuals attempting to enter the United States irregularly, through any illegal meansโ€ฏor without proper documentation, will continue to be expelled pursuant to CDCโ€™sโ€ฏTitle 42 public health order.

To help reduce wait times, travelers can take advantage ofโ€ฏfacial biometricsโ€ฏand CBP Oneโ„ข, which is a single portal for CBP mobile applications and services.
