GTAA releases proposed Taxi/Limo permit conditions

On December 22nd, the Greater Toronto Airport Authority released its draft updated Conditions of Permit for Taxis and Limos.

“This latest draft addresses the majority of the feedback received in consultations held over the past 2-3 months including comments related to insurance requirements, vehicle specifications and additional clarity on transferability and exclusivity. We thank all industry representatives who shared their perspective, ideas and insights. Your voice has helped strengthen and shape updates to the Conditions of Permit,” GTAA notes in its memo.

“Please review the draft updated Conditions of Permit and provide any questions or comments to [email protected] no later than January 19, 2024. In addition, GTAA is committing to meet over the coming weeks with Taxicab, Limousine and AMTV representatives separately to address areas of concern and provide an opportunity to answer specific questions tailored to each industry group. GTAA will share a summary of responses to questions raised by the industry after all feedback is received later in January 2024. ”

The memo goes on to note that following this upcoming round of feedback and engagement as described above, GTAA is targeting the release of the Conditions of Permit by February 1, 2024 to take effect on or around April 1, 2024.  

“Please note that GTAA carefully reviewed the industry’s request to remove the 25% driving requirement for permit holders. At this time, GTAA has determined that additional time and analysis is required before making any decisions on the removal of this clause. GTAA is committed to continuing the dialogue and working together to better understand the benefits and risks of potential changes to the driving requirement as currently stated in the draft Conditions of Permit.
