Overview of proposed Accessible Taxi program
Centralized dispatch, $55,000 conversion grant, March 2026 launch
The information below represents a concise summary of the Accessible Taxi elements of Toronto’s 2024 Review of the Vehicle for Hire.

- March, 2026 is the target date to be up and running;
- New wheelchair-accessible Toronto Taxicab Licences to be issued based on the current amount of vacant taxicab owner licences (628 total);
- Toronto to develop and run one, centralized dispatch centre for Accessible Taxis;
- WAV currently contracted to Wheel-Trans for scheduled runs will be allowed to provide on-demand runs outside of their schedule;
- There will be a15 minute maximum wait time standard;
- Permanent extension on the age of WAVs from 7 years to 10 years;
- Private Transportation Companies (PTCs) would be allowed to dispatch to Accessible Taxis through the centralized dispatch;
- $55,000 upfront grant for new vehicle conversion
- $15 to $25 per-trip bonus fee for each Accessible run, using an application for imbursement program similar to the current AFP;
- Digital trip meters will be required by Taxis and must be available for audit.
Also:
- Private Transportation Company providing Accessible services would be exempt from by-law requirements around tariffs and flat fares (“the requirements of By-law 546-19(A) and (F), 546-20(A), 546-23 (B)-(D), 546-25(A)-(B) and 546-112(A) concerning fares and tariffs”). (Editor’s note: implications of this are being researched and an update will be provided as soon as possible).
