The report recommends, among other things, that there be no change to the driver training program for which they have already issued and closed a Request for Proposals; training not be restricted to that provided by public institutions; that drivers trained previous to 2016 not be exempted from the new training; that the City not dictate whether training should be online, in-class, in-car or a combination of methods; and that modules on sexual harassment and discrimination be mandatory, but not an in-car component.

Uber, despite the Supreme Court worker rights ruling, sought a declaration from the High Court that it is lawful for Uber’s drivers to continue to contract directly with Uber’s passengers for transport services. Uber argued that its role was confined merely to that of an internet booking agent and that it was not a party to any contract for the provision of transport.

“In this case, the parent complained that my refusal was based on racism, which is ridiculous,” says Phillips, who is a well-known activist for the rights of rideshare drivers “However, both companies used the opportunity to deplatform me, I suspect because of my activism work. I think anyone would find the timing suspicious.”
