Ottawa City staff begin testifying at Taxi trial

Ottawa’s Deputy City Clerk Lesley Donnelly provided the first testimony for the City of Ottawa in the Ottawa Taxi trial on January 26. It is expected that she will be cross-examined by lawyers for the plaintiffs on the morning of January 27th.

Donnelly provided some overview of the rationale behind decisions Ottawa made concerning the regulation of the Taxi industry over the past decades, including staff rationale and support for the elimination of driver training when Uber arrived in Ottawa.

“Most of the training was spent on ‘way-finding,’” Donnelly said, noting that staff felt it was repetitive and not needed.

At no point in Donnelly’s testimony did legal counsel require her to confirm her home address, as occurred when Taxi drivers were testifying.
